General Parking Lot Maintenance services, performed in coordination with Premium Parking, support the safe, functional, and efficient operation of commercial parking facilities. The program includes preventive and corrective maintenance activities such as pavement repairs, striping, signage replacement, lighting maintenance, drainage improvements, accessibility upgrades, and general site repairs to preserve the facility’s condition and enhance the customer experience. Through proactive maintenance planning and responsive service delivery, the project helps maximize asset life, improve safety, and minimize operational disruptions. Legacy coordinates field operations, subcontractors, and maintenance activities to ensure work is completed efficiently while maintaining uninterrupted parking operations and compliance with applicable safety and accessibility standards.

Energy Smart offers comprehensive and innovative energy efficiency solutions to help Entergy New Orleans residential and business electric customers save energy and money by reducing the up-front cost of various energy efficiency upgrades. Legacy provides personnel through staff augmentation that helps customers find new ways to save energy.

The Energy Smart program works with participating partners, local trade allies, and retailers, who help customers find new ways to save energy by installing or implementing energy efficiency measures. Our energy specialists deepen customer awareness of and participation in rebate programs and the utility’s energy efficiency program. They are also responsible for responding to general customer inquiries regarding utility services they receive and for directing the customer to the appropriate contact at the utility company.

Legacy is the preferred partner and DBE subcontractor to AECOM Hunt/Broadmoor for the Ernest M. Morial Convention Center (MCCNO) Improvement Project. This $557M project undertakes a five-year capital improvement plan to renovate MCCNO to enhance the facility and promote the development of new adjacent facilities. 

Our Project Manager and Construction Manager oversee design and specification submittal oversight, including RFIs, change orders, and design documents. They also handle CMAR payment application preparation, submittal, and oversight, as well as multiphase project scheduling and coordination of ongoing construction activities. They are involved in planning, logistics, coordination, and oversight of MCCNO CMAR staff on and off-site office facilities, ensuring cradle-to-grave project management.

The Xavier University of Louisiana Residence Village is a new 220,000-square-foot, 852-bed student housing development designed to expand on-campus living and support the university’s continued enrollment growth. Located on Xavier’s South Campus in New Orleans, the multi-story residence hall includes modern student accommodations, supporting infrastructure, utility improvements, landscaping, and site development to create a vibrant residential environment that enhances the student experience. The project is a key component of Xavier’s long-term campus expansion strategy, providing additional housing capacity while strengthening campus life and supporting the university’s mission as the nation’s only historically Black and Catholic university.

Legacy Professional Services, in a joint venture with Broadmoor, LLC, is providing on-site construction management support through a Construction Manager and Project Engineer. The Construction Manager oversees field operations, subcontractor coordination, schedule adherence, safety, quality, and overall project execution, while the Project Engineer manages project documentation, submittals, RFIs, drawing coordination, progress tracking, and communication between field teams, designers, and project stakeholders. Together, Legacy’s team helps ensure efficient project delivery while maintaining the highest standards of quality, safety, and operational excellence throughout construction.

Meta’s Prometheus Data Center Campus in New Albany, Ohio, is a multi-billion-dollar, gigawatt-scale artificial intelligence supercluster designed to power Meta’s next-generation AI technologies and high-density computing infrastructure. As one of the world’s most advanced hyperscale data center developments, the campus combines innovative rapid-deployment construction with resilient energy systems to support future AI growth while driving regional workforce development and economic investment.

Legacy Professional Services provides staff augmentation to Turner Construction to support project administration, field leadership, construction management, and daily operations across multiple campus scopes. Embedded within Turner’s project team, Legacy’s professionals help coordinate complex construction activities, maintain project controls, and support the successful delivery of this landmark mission-critical data center campus.

Meta’s Richland Parish Data Center is a $10+ billion, four-million-square-foot hyperscale campus in Northeast Louisiana and Meta’s largest data center development to date, supporting next-generation artificial intelligence infrastructure and global digital services. The project represents a transformative investment in technology, workforce development, and regional economic growth, creating thousands of construction jobs while fostering long-term community partnerships and local business participation.

Legacy supports the project through construction management and field leadership for the self-performed concrete scope, while also providing on-site project engineering services, including life-safety coordination, fire-protection compliance, and connectivity engineering, with dedicated quality-control oversight. The program is mandated by the Louisiana Public Service Commission and serves all five service districts across the State.

Legacy supports the Entergy Solutions program through staff augmentation, providing Energy Specialists who help residential electric customers identify and access energy-efficiency upgrades that lower energy use and reduce upfront costs. Working alongside participating contractors, trade allies, retailers, and the utility, our team promotes programs such as home energy assessments, HVAC solutions, and discounted lighting and appliance offerings while increasing customer participation in rebate and energy-efficiency initiatives. In addition to educating customers on available savings opportunities, our specialists respond to utility-related inquiries and connect customers with the appropriate Entergy resources, helping deliver a seamless customer experience.

The Sewerage & Water Board of New Orleans West Power Complex is a critical infrastructure project designed to strengthen the resiliency and reliability of the city’s electrical network by installing and commissioning a modern, interconnected megawatt-scale power supply and distribution system. The project integrates utility power with both 60-Hz and 25-Hz electrical systems, enhancing the reliability of the infrastructure that supports essential water and drainage operations throughout New Orleans. As a cornerstone investment in the city’s utility modernization efforts, the West Power Complex improves the long-term resilience of one of the region’s most vital public systems.

Legacy provided project controls and scheduling support through dedicated scheduling professionals and a Project Administrator. Legacy developed the preliminary project schedule, completed the Detailed Baseline Schedule, and managed and updated the Detailed Progress Schedule throughout construction, ensuring accurate progress tracking and schedule performance. The Project Administrator supported project documentation, coordination, reporting, and communication, helping maintain organized project controls and efficient collaboration among stakeholders. Legacy’s team provided planning, administrative support, and project oversight necessary to keep this complex infrastructure project on track from Notice to Proceed through final completion.

The City of New Orleans Department of Public Works (DPW) and the Sewage & Water Board of New Orleans (SWBNO) are working together to implement an unprecedented program to restore broken subsurface utilities. Because of the City’s aging infrastructure, SWBNO can only administer temporary repairs that don’t meet standards set by the City’s ordinances to DPW streets. 

To address the concern, Legacy works with Wingate Engineers to manage the maintenance of the contractor to oversee and execute citywide repairs of nearly 1,200 sites. The project scope includes identifying and assessing various sites, which drives the creation of a task order-based system for the contractor.

Legacy developed a comprehensive system for work-order management, complaint intake, outage handling, weekly surveillance, maintenance, GIS-based map updates, invoice generation, and inventory management. We coordinate daytime and nighttime patrols, while providing 24-hour on-call support for pole knockdown incidents.

This project is part of a multi-phase renovation that presents unique challenges, requiring working around the football schedule and other dome events. Our Project Engineer and Assistant Superintendent manage multiple projects simultaneously, ensure team coordination, optimize resources, and maintain strict adherence to quality and safety standards. We have part of the renovations from commencement, in reviewing plan designs and specifications, submittal preparation, review of subcontractor submittals, production of Request for Information, and distribution of plan changes to subcontractors.
